Loliable clothing can of course be found in other places than Japan. Searching through local stores will save your wallet, and can also give a more personal flair to your outfit.

So What Do I Look For?

What makes an item loliable? If you've read the outfit analysis, you should have a good idea of what a Lolita outfit contains. Local stores will often carry blouses and accessories that fit the Lolita aesthetic, and sometimes even dresses or skirts. The details you are looking for are peter pan collars, poofy sleeves, ruffles, ribbons, lace, voluminous skirts and dresses, mary jane shoes and cute or elegant accessories (sweets, roses, clocks etc. depends on your style). Things to avoid are low-cut tops, sheer materials (unless you're going to layer) and low-quality materials. The best coordinations are usually achieved by matching non-lolita clothing with at least one or two actual lolita items.
